Inside the vault is another lightning bolt door similar to the Power Station door. If your Turbine is active in the Power Station and correctly placed, the lightning bolt door in the vault will open. Go down inside the bunker through the now opened door, and collect the Battery, Shell, and Stool.

Take them to the nearby workbench, and construct them to build the Pack-A-Punch machine, allowing you to buy power-ups for your weapons that include attachments and special engravings.
