I should've assumed Wooper's stats would be even more horrid and thus he would be even more painful to analyze. Despite the fact that Wooper is a "Water Fish Pokemon", you won't find him by fishing First of all, allow me to admit I have absolutely no idea what I'm doing. I can take stats and move options into account to come up with a theoretically employable moveset for just about any Pokemon as could anyone who had the slightest grasp of the basic game mechanics, really , but I have no personal experience whatsoever with Wooper.

In keeping with the whole support Pokemon thing, we're using Body Slam primarily to paralyze an opponent's Pokemon so it will be set up nicely for your next Pokemon to knock down. If nothing else it's a solid enough attack that you can use against any Pokemon resistant to Water most notably those wretched Grass types.

Safeguard, the last move I've selected, would be another gift for your party. Wooper isn't the ideal pseudo-passer due to his awful Speed and his tendency to die before he ever has a chance to attack, but on the off chance your opponent DOES allow Wooper to set up a Safeguard I'm sure the remainder of your team will appreciate it.

Both Safeguard and Body Slam are hereditary moves; fortunately they both come courtesy of the lovely Lapras so you should be able to get both moves on the same Wooper without extensive breeding though why a Pokemon as graceful and dignified as Lapras would breed with a wimpy loser like Wooper in the first place is beyond me I've chosen Quick Claw as a held item for Wooper because he's Bush, to be quite honest.

You might also consider Focus Band or Bright Powder; basically anything that might grant Wooper a free extra turn in battle will help him more than any Leftovers or MiracleBerry ever could.
